Job Summary:

Reporting to the Political/Economic Program Manager, the Advisor will be responsible for reporting on various domestic, regional and international issues related to the Rohingya presence in Bangladesh. This includes: relations between the Rohingya and Bangladeshi authorities, international organizations and host communities; the Rohingya impact on local and national politics; and the effect of the Rohingya situation on Bangladeshi relations with Myanmar, China, India and other countries. The Advisor will also report on the political aspects of security issues such as potential radicalization. The Advisor will organize and report on meetings and other events related to the above topics on behalf of the Canadian High Commission. The Advisor will travel between Dhaka, Cox’s Bazar and other locations within Bangladesh as needed to conduct their duties. The Advisor will maintain and grow a network of Rohingya-related contacts to facilitate their work and that of the High Commission.

ActionAid Bangladesh is looking for suitable candidate for the following position:

Project: Rohingya Response Project

Project Summary

Over 1 million of Forcibly Displaced Myanmar Citizen (with the majority comprising women and children), took shelter in camps in Cox’s Bazar in southern Bangladesh on August 2017. The Government of Bangladesh, together with national and international partners, have pro‐actively responding to this crisis with a massive humanitarian response, allocating 2,000 acres of land and coordinating and providing critical assistance such as food, nutrition, shelter, water, health & hygiene, and psycho‐social and basic education services to the camps, settlements and host communities.

ActionAid is implementing site management activities in Camp 11 and 12 funded by IOM. Besides, ActionAid have few ongoing programmes in different sectors e.g. Protection, WASH, NFI etc. inside the camps. As a response agency since September 2017, ActionAid has developed relationships with a range of camp actors, including the Rohingya and their representatives and successfully doing the site management role.  ActionAid is working to address critical humanitarian gaps and need through site management by coordination & collaboration with different stakeholders. Information management, linking community with different service providers, camp operations, and DRR and site improvement are the major activities of site management project.

Job Summary

The position is to support the management of the finances for the Rohingya Response Program, this involves collecting funding from multiple sources, internal to ActionAid and external to ActionAid. It will involve drawing up budgets and reporting to multiple donors against different projects, it will also involve supporting the manager in developing the draft budgets for funding applications. The position will include, but is not limited to:

  • Prepare documents to process payment in compliance with AAB Policies, contractual obligation, Country Law etc. and by ensuring Account Code and Analysis Code;
  • Record all income and expenditure in the SUN Accounting System;
  • Comply with country law on the subject of Tax, VAT deduction and work with AAB Finance Unit to deposit the same;
  • Financial Report preparation for Budget Holder and Head of Humanitarian, management of AAB, Donor, NGO Affairs Bureau and other stakeholders;
  • Create and maintain budgets with the manager; process income and out goings in an effective and efficient manner
  • Provide necessary support to the line manager and project staff;
  • Process Travel Authorization documents, Float/Advance against approved travel working with AAB Administration Unit;
  • Prepare FD7, FD6, FD2 and ensure timely submission to the NGO Affairs Bureau;
  • Prepare Financial statements of the Project and facilitate statutory and Donors’ Audit in coordination with AAB Finance;

Key responsibilities include (not limited to)

Process Payment by ensuring compliance with AAB Policy, Statutory compliance and record in the system:

  • Check and process all payments requests of Vendor, Third Party and Staff in line with AAB, Donor policy, NGO Affairs Bureau and GOB policies and procedure county law;
  • Submit processed payment requests in to the treasury and follow-up for timely payment;
  • Process Travel authorization and /Staff Float/Advance request and arrange disbursement of the same;
  • Process income from external and internal parties through checking all relevant authorities; process expenditure in a timely manner and ensure payments are made efficiently

Data Entry and Financial Report Preparation      

  • Entry financial information in the SUN Accounting Software through ERP System by ensuring appropriate analysis code, ensure availability of all supporting documents, prepare vouchers (Payment Voucher & Journal Voucher) and handover payment request to the AAB Finance Unit to prepare cheque/Account Transfer-as applicable;
  • Analyze overhead budget and cost recovery, update management monthly of spending and income achieved;
  • Prepare Burn Rate and Budget Variance Report for the project management;
  • Generate financial reports from the system and analyze for the Project Management, Donor, AAB Management- as needed;  

Grants Management:   

  • Develop and amend donor budget as per the guidance of Program Development unit and Project Management team;
  • Review and revise grant budget in consultation with programme.
  • Ensure timely posting of grant income and expenditure in the SUN accounting system.
  • Ensure compliance with the donor’s financial frame work, AAB grant management policy.
  • Projection of grants’ exchange gain/loss and suggest management for necessary action.
  • Update project documents with necessary information.

TAX & VAT deduction, Payments, Audit:             

  • Ensure statutory compliance regarding TDS and VDS from various bill as applicable rate and record it in the SUN System;
  • Work with AAB Finance Unit on preparation of Vendor wise VAT/ TDS calculation sheet;
  • Maintain petty cash by following Imprest System;
  • Maintain all payment documents;
  • Prepare financial statements for Audit and facilitate statutory and Donors’ Audit in coordination with AAB Finance Unit;

Process of National and International Travel Advance

  • Prepare documents of Float/Advance against national and international travel within requested time by ensuring required approvals from AAB;
  • Adjustment of national and international travel advance with proper documents and records;

New Project Development:       

  • Work with the Programme Development Unit in developing budget for new project proposals.
  • Analyze overhead budget and cost recovery from the new proposals.
  • Suggest on cost sharing and alternative sources for the new projects.

Relationships

The Officer – Finance will directly to the Deputy Manager – Finance on the technical support on financial processes, Audit, AAB and Government compliance etc., with the Head of Humanitarian Response included where necessary related to the project management. S/He must be able to communicate with other teams and units both programme and operational.

Required Educational Qualification and Experience

  • Post-Graduation or equivalent degree in Finance or Accounting, Chartered Accountant partly completed is preferred
  • At least 3 years relevant experience in national or International Development Organization

Ommegang’s Latest ‘Game of Thrones’ Beer Honors the Mother of Dragons

Ommegang just announced its latest Game of Thrones beer, a Westeros-themed beer modeled after the Mother of Dragons.

The brewery is releasing four Game of Thrones-inspired brews by the end of the year, each one focused on a different character that's currently battling for the Iron Throne. Inspired by Daenerys Targaryen, the beer is a blend of a smoked porter and a Belgian kriek, a mixture Ommegang says "represents the smoke and fire that Daenerys has unleashed on her opponents during her ascent to conquer and rule the seven kingdoms."

"Mother of Dragons represents in beer one of our favorite characters from Game of Thrones. Daenerys's ascent from obscurity has been one of the most inspiring storylines of the show, and we're thrilled to release a blend that embodies the character traits that have underpinned that rise," Doug Campbell, Brewery Ommegang president said in a statement.

As for how it tastes, the brewery says it has "aromas of chocolate covered cherries" that "intertwine with subtle smoke and roasted malt" and "the flavor is rich with tart cherry up front leading to a center palate of semi-sweet chocolate resolving to subtle smoke and mild sweetness."

The Game of Thrones series of beers started in April with the release of Hand of the Queen, a barleywine. That was followed in June with the release of Queen of the Seven Kingdoms, a sour blonde blend. The final beer in the series will be announced later this year.

Mother of Dragons will be available on September 28 in 750 ml bottles for a suggested retail price of $12.99.

Thai Boys Rescued From Cave Address the World After Being Released From the Hospital

The Thai boys who captured the world’s heart during their perilous rescue from Tham Luang Cave in northern Thailand have been released from the hospital.

The 12 soccer players and their coach, Ekkapol Chantawong, addressed the press at a news conference Wednesday. The Wild Boars team entered to cheers, dressed in their team attire and dribbling soccer balls.

Throughout the conference, the boys stressed that they were very sorry for the ordeal, the New York Times reports. The boys said they hadn’t told their parents they were going adventuring in the cave, fearing they wouldn’t be given permission, instead saying it was a regular soccer practice.

“I would like to apologize to Dad and Mom,” said Phanumas Saengdee, 13, who said he secretly slipped a flashlight into his soccer bag for the cave exploration.

The boys and their coach survived in the cave for more than two weeks. At the press conference, they spoke of their experience and described their rescue as a miracle. With no food, the team “drank water that fell from the rocks,” one boy said. When they realized the floods were not subsiding after the first night, the boys tried to dig their way out of the cave using stones, CNN reports.

When the two British divers found the boys and their coach on July 2, nine days after becoming trapped, 14-year-old Adun Sam-On said, “We didn't know if it was real or not.”

“They got out of the water, and I was surprised they were not Thai. I didn't know what to say so I said, 'Hello,'” he continued. “It was a miracle.”

The boys were thankful to the Thai Navy SEALS and everyone who helped with their rescue. At the conference, they somberly presented a picture of 38-year-old former Navy SEAL diver Saman Kunan, who died during the cave rescue while placing oxygen canisters along the diver’s path. The boys had written thank you notes to the diver.

“Everyone was very sad,” Coach Ekkapol said, according to Al Jazeera. “They felt like they were the reason he had to die and his family had to suffer.”

Lt. Col. Phak Lohanchun, an army doctor and diver involved with the rescue, said in a Facebook post that he was impressed with the boys’ behavior throughout the ordeal, the Times reports.

“Every boy on the Wild Boar team fully understands the sacrifice everyone went through searching for them,” he said. “I have confidence that the Wild Boar boys will grow into great humans for this country, and be valuable and prominent in Thailand.”

Instagram Might Let Public Accounts Remove Followers Soon

It looks like Instagram is testing a new feature that would allow public accounts to remove followers.

A spokesperson for Instagram confirmed to Fortune that it is testing the feature, but said they had no further information to share at this time. It’s unclear if the new ability will roll out to all users, or when.

The ability to remove a follower now means that you don’t have to outright block someone while still giving added privacy, short of making the entire account private.

In order to see if you have the feature, you can go to your Instagram profile, tap followers, then click the three dot icon next to whichever follower you want to remove. The three dots won’t appear if you don’t have the ability to remove followers. If you do, you can tap the icon to bring up the option to remove the follower.

Instagram has been experimenting with allowing users to control how they interact with followers by adding features like “muting,” which means posts from a certain follower won’t appear for a while without unfollowing or blocking them.

Ford Recalls 550,000 Escape and Fusion Vehicles Over Rollaway Concerns

Ford has issued a recall of 550,000 Fusion and Escape vehicles over rollaway concerns.

The recall specifically applies to the 2013-2016 Ford Fusion and 2013-2014 Ford Escape and stems from a problem with a part connected to the vehicle's transmission where a bushing responsible for holding the car's shifter cable in place might detach, Ford says. The result can be an issue where the car is in a different gear than the driver thinks it is. For instance, the car might register as being in Park, when it's actually in neutral.

Ford says it has not received any reports of accidents or injuries related to the problem.

Drivers who own one of the recalled Ford vehicles can have the shifter cable bushing replaced at the dealership, which will correct the issue. Until that replacement happens, Ford suggests that drivers' use the parking brake whenever they park their vehicle to ensure it does not move unintentionally.

Bruce Springsteen’s one-man Broadway show is making its way from the stage to the small screen.

The Tony award-winning “Springsteen on Broadway” will drop as a Netflix special on Dec. 15, the same day the musical ends its two-year run at the Walter Kerr Theatre.

At the time of its initial premiere in October 2016, the iconic rocker’s show was only meant to run for six weeks. After garnering rave reviews from critics and turning out a consistent audience, Springsteen extended the show by 10 more weeks. In March, he announced plans to prolong his stay on Broadway to December of this year, totaling an impressive run of 236 shows. According to the New York Times, “Springsteen on Broadway” has grossed $76 million and has been seen by more than 151,000 people.

Why Smaller Satellites and Cheaper Tech Are Fueling The Space Boom

You can thank smaller satellites and cheaper technologies for helping contribute to the current space market.

During a panel on the space industry on Wednesday during Fortune's Brainstorm Tech conference in Aspen, Colo., Virgin Orbit CEO Dan Hart said "small satellites are now a really major mover in the industry."

Although satellites used to be the size of buses or cars, they now can be as small as a washing machine or refrigerator, Hart explained.

Now, companies appear to be sending more of these smaller satellites, armed with sensors, in space to carry out feats like capturing imagery of the Earth, monitoring greenhouse gasses, or tracking the movements of shipping vessels cruising the world's seas, said Howard Lance the CEO of space technology company Maxar Technologies.

Hart said that Virgin Orbit, part of Richard Branson's Virgin Group, is building "a small satellite launcher" that's hooked onto a Boeing 747 aircraft. A successful launch from this mechanism would be akin to the "holy grail" of space launches, because it would be similar to more conventional "aircraft-like launches," he said.

He also shared what was it like when Branson first approached him about leading Virgin Orbit:

"There was no answer but yes," Hart said. "My blood was just pumping."

One of the pitfalls of sending so many smaller satellites to space, however, is that there's now more of a chance that accidents could occur in Earth's low orbit. Lance believes that the U.S. and other international governments need to work together to address the potential of the skies filling up with too much space junk.

"We've had our satellites in orbit get damaged," said Lance. "It's only going to get worse before it gets better."

One way Maxar is dealing with damaged satellites, Lance noted, is by sending a customized satellite into low orbit that could help repair or refuel other satellites.

"We're funding right now a special satellite that will be able to assemble other satellites in orbit," Lance said.

He noted that while technology like this are like "things you see in the movies," the plan is for Maxar to launch those satellite-repairing satellites with the U.S. government in three years.

As for the idea of sending people to space, like Jeff Bezos's Blue Orbit company wants to do to foster the idea of space tourism, Lance said that it's "kind of a longer term" play.

Match Group CEO: Facebook Is No Threat to Us

Mindy Ginsberg has had an interesting first year as CEO of Match Group, the $11 billion dating empire which owns Tinder, OkCupid, and Match.com, and a handful of other sites.

In March, her second month as CEO, the company filed a patent infringement lawsuit in a district court in Texas, alleging that competitor Bumble infringed on two Tinder patents, one of which involves the "swipe" technology that Tinder has made famous. Bumble counter-sued, triggering a very public battle between the two companies.

Then, in May, Facebook announced that it was entering the dating marketplace, triggering a 20% one-day drop in Match Group's share price.

"Are you suggesting that drama follows me?" she asked, drawing guffaws at Fortune's Brain Storm TECH conference in Aspen, Colo.

Ginsberg recalled the moment she learned that a new competitor had entered the dating arena. She had just finished preparing remarks for an earnings call, when her phone began blowing up with the news. "The stock started dropping a dollar a minute," she recalled. "I just threw all [my prepared remarks] away and started over."

Despite the market's response, Ginsberg remains sanguine about the development.

Ginsberg feels confident that the mostly young love-seekers, who use the now five-year-old Tinder, don't want to be dating on the same platform where their parents hang out. Until last year, Tinder users signed up through Facebook Connect. But in 2017, the company launched an option to sign up via text. "Seventy five percent of people used the text option, opting to separate their Facebook life from their dating life," she says.

Also, Ginsberg says, serious daters know this is a volume game. "When you really want to get out there and meet someone, you're usually on more than one [app], usually three," she says. Facebook has always been an implicit dating site, re-connecting old sweethearts and allowing friends of friends to meet. "While I'd never underestimate Facebook, we focus on just one thing."

And that one thing means deeply studying the behaviors of people who use the sites, and responding to whom they actually respond to, not necessarily who they say they’re looking for. Some 20 years ago, she says, she went looking for love online. “When I was online dating I thought I wanted to meet a tall Jewish guy, but I ended up marrying a short Indian guy,” she says. “You just never know.”

There Are 3 Winning $1 Million Mega Millions Tickets. Here’s Where They Were Sold

Tuesday’s Mega Millions numbers drawing failed to yield a jackpot-winning ticket, pushing the prize from $375 million to $422 million.

However, the drawing did result in three $1 million dollar winners -- meaning five numbers matched the drawing, but the Mega Ball number didn’t. The winning Mega Millions numbers for July 17, 2018, were 40, 41, 61, 66, and 67, with Mega Ball number 12.

The $1 million tickets were sold in New Jersey, Florida, and Oklahoma. In New Jersey, the winning ticket was sold in Ocean County at a 7-Eleven store in Pine Beach along Route 9, according to NJ.com. In Oklahoma, the winning ticket was sold at Chisholm Corner in Marlow, Oklahoma, according to the Duncan Banner. The Florida location, according to the Florida Lottery was Publix on South Flamingo Road in Cooper City.

Overall, 44 states, the U.S. Virgin Islands, and Washington, D.C., participate in the Mega Millions lottery, which has drawings on Tuesdays and Fridays.

Friday’s Mega Millions drawing is for $422 million -- the sixth-largest Mega Millions jackpot.

Uranium Could Be Next on Trump’s List of New Tariffs

The U.S. Department of Commerce is launching an investigation into whether uranium imports threaten national security, potentially laying the groundwork for new tariffs against the chemical element necessary for nuclear power production.

“Our production of uranium necessary for military and electric power has dropped from 49% of our consumption to 5%,” said Commerce Secretary Wilbur Ross in a statement Wednesday. “The Department of Commerce's Bureau of Industry and Security will conduct a thorough, fair, and transparent review to determine whether uranium imports threaten to impair national security.”

The investigation will address all aspects of the uranium industry, including mining, enrichment, defense, and industrial consumption.

Two American uranium producers, Energy Fuels and Ur-Energy, petitioned the government to launch this investigation back in January, citing concerns over the amount of foreign state-subsidized uranium being imported.

“Despite uranium's critical role in supporting clean electricity and national defense, imports of cheap, foreign state-subsidized uranium have swelled in recent years to the point that domestic suppliers currently provide less than 5% of our nation's demand,” they said in a statement.

According to these companies, “the combined uranium imports from three geopolitically and commercially linked countries - Russia, Kazakhstan, and Uzbekistan - fulfilled nearly 40% of U.S. requirements” in 2016, and China has increased their own nuclear power production in recent years as well, threatening U.S. markets.

The World Nuclear Association states that just 7% of the uranium delivered to U.S. nuclear power plants last year was sourced from American companies. Canada was the largest individual foreign supplier, producing 35% of uranium purchases by U.S. plants.

According to CNBC, a 1962 law allows the president to tax imports if they’re considered a threat to national security. Tariffs on uranium could raise costs in the nuclear energy sector, which is already struggling from competition with natural gas and renewable energy. The Department of Commerce states that 20% of the U.S. electric grid is powered by nuclear energy.
